TSPC Adopts New Rules for Administrative Licensure
The Teacher Standards and Practices Commission (TSPC) took action last week (Feb. 7) to approve several changes in current licensure rules. These changes will be going into effect over the next three years.
The new structure, which is expected to be fully implemented by 2022, will reflect the following:
First License:
- This license will be called Principal License
- Minimum of 40 Quarter Hours or 27 Semester Hours
- The license will be active for a three year term
- The Principal License will be continuously renewable with 90- PDU’s and/or equivalent course credit
- No limit to number of renewals
- Full implementation by August 1, 2022
Second License:
- This license will be called the Professional License
- For District-wide administrative positions
- 27 Quarter Hours or 18 Semester Hours
- Renewable every 5 years with 120 PDUs and/or equivalent course credit
- Full implementation by August 1, 2022
The transition to the new licenses is currently designed to be implemented as renewals of current license holders take place. As that happens:
- The Initial License will transition to the Principal License
- The Preliminary (Basic) License will transition to the Principal License
- The Continuing License will transition to the Professional License
- The Professional (Standard) License will transition to the Professional License
Initial Licensees who have not yet completed their Pro–AL requirements will transition to a Principal License at their next renewal, or may complete their Pro-AL requirements by August 1, 2022 and receive a Professional License.
TSPC also considered additional rules related to Responsibilities, Definition of Administrator, and other types of licenses. These will require additional clarity from TSPC before moving forward over the next several months. For TSPC meeting information, click here and scroll to item 7.1.
As the changes go into effect COSA will work with TSPC to keep Oregon administrators and future administrators updated. TSPC staff will need some time to implement these rules, as well as related guidance. They expect to communicate more information later this spring.
