2025 Addressing Informal Removals
Webinar Overview: This series will explore the impact of informal disciplinary removals on students, with a focus on all students who have been historically marginalized, especially students with disabilities. Participants will engage with federal and state guidance, proactive strategies, policy implementation, and staff capacity building aimed at mitigating informal removals. The series will emphasize creating equitable learning spaces and ensuring that students receive appropriate supports and services, as required by law. All sessions will be recorded.
- Module 1: Informal Removals Definitions, Legal Parameters & Requirements
- This module introduces participants to the legal definitions and implications of informal disciplinary removals. It will provide an overview of federal regulations and explain how informal removals can undermine students' rights to a free appropriate public education (FAPE). Using Oregon-specific case studies, participants will gain an understanding of how informal removals disproportionately impact marginalized students and how Oregon’s equity-focused policies address these challenges.

- This module introduces participants to the legal definitions and implications of informal disciplinary removals. - This session will examine the disruptive effects of informal disciplinary removals and explore tools and strategies to prevent them. Participants will learn how to implement proactive, systematic structures in schools to support student behavior and reduce reliance on informal removals. Emphasis will be placed on building staff capacity to foster inclusive learning environments, implementing equity-focused policies, and ensuring that all students, particularly those with disabilities, are given the support they need to thrive.
