First and foremost, Rebekah Jacobson is a consummate school and public law expert. She entered the field early in her career working for the Oregon School Board Association prior to joining Garrett Hemann, and as a result possesses significant school and public law experience. As a lawyer with broad experience, Rebekah serves school districts, ESDs and community colleges, both in and out of the courtroom, on a wide range of challenging and often sensitive matters including employment and labor issues, and constitutional and personal injury claims. In addition, Rebekah assists private clients in matters of employment law and also assists in litigation malpractice defense. Beyond her subject matter of expertise, Rebekah is beloved by her clients who find her thorough, engaging, and "on top of'' matters, many of which are complex and emotionally-charged.
Widely recognized as gifted communicator, Rebekah regularly provides training on topics such as conducting investigations, misuse of technology, transgender issues, accommodating disabilities, staff-student inappropriate relationships, and sexual harassment. She is experienced in addressing requirements related to educational employee sexual misconduct, as well as being versed in investigations surrounding workplace discrimination claims and parent complaints. Rebekah is a certified investigator for Title IX complaints and regularly advises clients on whether a specific incident falls under the jurisdiction of Title IX.
In addition to her experience at OSBA, prior to law school, Rebekah worked for government officials at all levels of government, including as a Legislative Assistant to U.S. Congressman Blumenauer. This legislative experience assists Rebekah in helping educational entities navigate the constantly changing statutory landscape following each legislative session. Rebekah joined the firm as an associate in 2010 and became a shareholder in 2014.
