We are seeking a State School Fund Program Manager to join our Office of Finance and Information Technology at the Oregon Department of Education. This is a permanent management service position.

This is a hybrid role that is required to report to the office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

The Office of Finance and Information Technology (OFIT) provides support services to the agency as well as direct programs through distinct units. OFIT's units provide a wide range of services including accounting and financial services, budget development and execution services, facilities management, fiscal grants and services, mail services, procurement services, school finance and information technology.

Within OFIT is the School Finance unit. The School Finance unit oversees a number of programs, which includes calculating the apportionments of the State School Fund (SSF) for the 197 school districts and 19 education service districts in the state. The unit also collects financial information, both estimated and actual, for each of these local education agencies. The unit addresses financial issues that affect school districts statewide and acts to set policy for the financial activity of the school districts and education service districts. Activities also include, but are not limited to, the updating of the Program Budgeting and Accounting Manual (PBAM); working and addressing legislation and administrative rules; and collaborating with both internal and external stakeholders due to the scope and scale of the work this unit is responsible.

What you will do!

This position is the lead for the School Finance State School Fund team. This position provides direction and guidance to other team members working on the State School Fund (SSF).

Typical Duties Include:

Coordinates with multiple state agencies and districts to administer the funding and systems used for the SSF program and its sub-grants.

Works with other state agencies to align programs and goals to ensure seamless government.

Serve as the main point of contact for media and legislative inquiries around the SSF.

What you need to qualify

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program

OR

Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.

Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies.

Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions and implementing recommendations in support of strategic organizational goals, plans and policies.

Preference may be given to candidates with a Master’s Degree or higher in education, administration, leadership or a closely related field.

Experience with policy development, implementation, and legislative protocols and processes.
