Maintenance Services Supervisor

Primary Purpose:
Working under the limited supervision and general direction of the Director of Facilities, the job of Maintenance Services Supervisor is done for the purpose of planning and supervising the maintenance services of the district to ensure that all facilities, equipment, and mechanical systems are properly functioning and operating. This position is responsible for overseeing the maintenance department to include supervision, overseeing the repair of maintenance equipment, approving the purchase of maintenance supplies, parts, and equipment, scheduling maintenance, overseeing maintenance performed by maintenance staff, and training of maintenance staff for the district. Supervisory functions include performance management, evaluation, discipline, assisting with hiring and discharge decisions, coordination of others’ work, and exercising functional and technical supervision over personnel in the maintenance trades while under periodic review by the Director of Facilities to ensure compliance with standards and measured results.

Responsible for determining, within established policies or as prescribed by rules and regulations, the best methods to oversee and actively engage in the operation, maintenance and repair of all facets of the maintenance departments.

Qualifications:

Education/Licensure/ Testing Required/Bonding:

Bachelor’s degree in a related field or several years of experience in a similar position. Oregon Fingerprinting and Criminal Background Check clearance.

Skills, Knowledge and/or Abilities Required:

Skills to operate all types of power tools used in crafts, scissor lifts, boom trucks, and cranes; read and interpret plans, blue prints and/or schematics; perform basic math to make calculations; use standard office equipment including computer, telephone, printer, copier, and presentation equipment; effectively and proficiently use Microsoft Office computer applications including Word, Outlook, Outlook Calendars, Project, Excel, PDF Professional or Bluebeam; use work order database, scheduling software, and CMMS systems; communicate clearly, concisely, and effectively both orally in person and by phone and in writing with various people including executives, administrators, and construction personnel.

Knowledge of: principles and practices of maintenance systems and procedures, principles and practices of work coordination and evaluation; applicable codes, policies, regulations and laws governing work procedures and practices of the trades responsible for; methods, materials, equipment, and tools used in the trades; CMMS systems, particularly Brightly Asset Essentials; SDS sheets applicable safety rules, practices, and procedures; local, state and federal repair, installation and operation codes; proper performance evaluation principles and procedures; applicable laws and procedures related to hiring and discharge; interpreting collective bargaining agreements and applying principles and practices to disciplinary actions.

Ability to: manage and prioritize multiple tasks to schedule, plan, and manage a number of activities, and jobs simultaneously; prepare and maintain accurate records; work with diverse individuals and/or groups; maintain flexibility to work with others in a wide variety of circumstances; vary work schedule to observe and perform inspections on varying shifts; effectively lead, guide, and coordinate the activities of others to reach desired outcomes; independently interpret data within defined guidelines and utilize and analyze the information to reach conclusions and make recommendations; problem solve to identify issues and create action plans; establish and maintain constructive relationships; adapt quickly to changing work priorities; develop and implement a program for the maintenance, repair, replacement, and installation of maintenance equipment and products; prepare estimates for time and materials; prepare project specifications for acquiring bids and/or proposals for projects; coordinate projects with contractors; analyze technical information and prepare related reports; train others in technical skills; prioritize and schedule daily calls and preventive maintenance; read and comprehend SDS sheets; establish and maintain effective working relationships with those contacted in the course of work.

Experience Required: Increasingly responsible experience in skilled maintenance work, including five years of supervisory or lead responsibility. Prior facilities staff supervision, preferably in a school or multi-site public environment preferred.

Major Responsibilities and Duties:

May include, but are not limited to, the following:

Plans, directs, and supervises the activities of the District’s maintenance department including plant operations, equipment, buildings and grounds maintenance, preventative maintenance and minor facility alterations.
Ensures all facilities work order requests and preventative maintenance needs are input, scheduled, managed daily and completed in a timely manner through work order software.
Develops and conducts District-wide maintenance training programs including the identification and facilitation of building operational issues in collaboration with the Custodial Services Supervisor and in coordination with the custodial department.
Communicates with principals and building managers regarding the maintenance and operation of facilities.
Researches, develops, and implements a maintenance plan that meets the short and long-term needs of the District.
Directs and supervises long and short-range maintenance planning for all District buildings, grounds and maintenance projects.
Prepares and recommends operating and capital budgets for areas of responsibility; controls expenditures within approved budgets.
Develops and maintains a master list of deferred major maintenance projects to aid in development of funding proposals, i.e. bond proposals, serial levies, etc.
Develops plans, specifications, and timelines for maintenance projects.
Maintains awareness of federal, state and local rules and regulations regarding facility operations and maintenance and establishes operating practices and procedures to insure compliance.
Prepares plans and specifications for building and grounds maintenance projects, utility conservation projects and provides cost estimates for same.
Develops and recommends contracts for work performed by outside contractors including supervision of work in progress, inspection of completed work and approval of disbursements.
Coordinates maintenance and alteration projects with school administrators, building managers, custodial and property services.
Selects, trains, evaluates, and directs the work of maintenance department staff.
Develops plans and implements programs to insure the District's compliance with health, safety, and environmental regulations. Interprets regulations for principals and building managers as needed.

Performs other related duties as assigned to ensure the efficient and effective functioning of the department.
Supervisory Responsibilities:
Responsible for direct supervision of facilities technicians, grounds crew and courier.

Motion: frequent reaching/handling/manual dexterity, occasional lifting/carrying/pulling, bending/ stooping/ kneeling/ crouching/ twisting; mobility to work in a typical office setting being on feet for long periods of the day, occasionally be on back under machinery to perform maintenance and/or inspections on systems.

Environment: Work is year-round; both inside and outside in the environments. The position generally works in an office environment and occasionally performs maintenance tasks requiring physical labor. Inside work in shop or other buildings is often dusty with exposure to chemicals. Outside work can include exposure to the elements for long periods of time. May be required to work various shifts to avoid disruption of school or work and may be required to respond to emergencies 24 hours a day as necessary. Must be available and able to report to any site within the district within a reasonable response time on an on-call basis when needed to respond to emergencies. Must be able to work in attics or crawlspaces, roofs, tunnels and climb ladders as needed. Extensive travel within the district to multiple school sites as well as some travel outside the district are involved in this work.
