Job Description:

The Oregon Department of Education is seeking a Education Program Specialist (Educational Program Specialist 2) to join our Office of Enhancing Student Opportunities (OESO) at the Oregon Department of Education. This is a permanent, full-time position, represented by the Service Employee International Union (SEIU)

This position experiences frequent deadlines and rush jobs. Manages multiple high priority projects/tasks in a timely manner. The person in this position will receive frequent inquiries form partners and community members. There is required occasional statewide travel, including overnight stays, and may require limited out-of-state travel to attend national trainings and conferences. There are occasional periods of evening and/or weekend work to review and assist school districts, to provide local and regional training, and to attend meetings and conferences.

What you will do!

The primary purpose of this position is to provide support that improves equity, inclusion, for all students, especially those experiencing a disability in local educational agencies. This position will work with school districts, educational partners, and the public. This position will trains school district personnel and contractors concerning the federal and state rules and regulations pertaining to special education.

What are we looking for?

Master's degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
OR A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
AND An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

Desired Attributes

Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:
Experience with the Individuals with Disabilities Education Act and its implementing regulations, along with federal and state requirements related to the education of students experiencing a disability.
Experience designing, delivering, and evaluating professional learning and technical assistance with small, medium, and large systems.
Experience presenting and conveying highly technical, situation-specific information in an understandable way.
Demonstrated experience preparing technical written communication skills.
Experience implementing strategies that use an equity lens to support development of intersectional, anti-racist, anti-ableist educational systems.

This Is What You Need To Qualify
At least six (6) years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to ODE’s mission; OR
A Bachelor’s degree in business-related field such as business or public administration, finance, economics, computer science, accounting; AND three (3) years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to ODE’s mission

Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:
Working knowledge of the principles of accounting and auditing
Working knowledge of the laws, regulations and standards relating to accounting and auditing procedures
Excellent written and oral communication skills
Ability to exercise seasoned management and political acumen
Experience in dealing with complex, sensitive and confidential issues with tact and diplomacy
Experience working with culturally and individually diverse groups.
Ability to solicit and value diverse viewpoints.
The following certifications are preferred: CIA (Certified Internal Auditor), or CPA (Certified Public Accountant)

Additional Information
*Employees who are Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS; the salary range noted above reflects base salary only.
