JOB SUMMARY
The Business Manager is responsible for the operational control in planning, directing, and coordinating activities involved with reporting of financial information, budgets, audits, business policies and processes, compliance with financial-related laws and regulations in functional areas including payroll, employee benefits, accounting, accounts receivable and accounts payable. The Business Manager is responsible for the integrity of the data posted to all general ledgers and the dissemination of financial information to departments, School Board, regulatory agencies, and the public.

FLSA Status: Exempt
Salary: $74,365 – 85,442 DOE
Benefits: Insurance Stipend towards Health, Vision, and Dental Insurance
District 6% PERS pick up

This is a 260-day position, with 20 days of paid vacation.
This position starts immediately. Salary and benefits will be prorated for the remainder of the 2024 – 2025 school year.

This position may be considered for a hybrid work environment. If hybrid, the employee would be required to be in district for School Board Meetings, Budget Committee Meetings, Inservice meetings, and other times assigned by the superintendent. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
-Bachelor’s Degree preferred, preferably in finance, business administration, or accounting. Three years successful work experience in financial management and accounting; school business preferred OR
-Equivalent education and professional experience as the District may find appropriate and acceptable.
-Work requires an understanding and application of accounting practices; two years related experience or equivalent training.
-Working knowledge of grant accounting as it relates to Oregon education preferred.
-Strong skills in computer operations including data entry/maintenance in fiscal software
-Proficient in the use of computer, Internet based applications and a variety of software, including Excel, Word, and Infinite Visions

SUPERVISION, RESPONSIBILITY AND CONTROL OF THE WORK
Performs under the broad guidance and administrative supervision of the Superintendent. Work is controlled and/or guided by Generally Accepted Accounting Principles (GAAP), state statutes and administrative code, audit findings and recommendations, professional practice, district policies and procedures, and directions and expectations as established by the Superintendent. The Business Manager is expected to exercise sound judgment, initiative, and effective decision making in managing and supervising payroll, employee benefits, and accounting operations and is responsible for the accuracy and reliability of fiscal work.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties of this position include the following tasks. Employees in this position perform some or all of the following tasks. Other duties may be assigned at any time.

STANDARD DUTIES
-Responsible for the full range of accounting activities including accounts payable, accounts receivable, fixed assets, student body funds, grant accounting, debt management, cash management and general ledger.
-Advise the Superintendent, staff members and Board of Directors on all matters related to business affairs.
-Perform and complete the district’s monthly payroll, payment of all payroll liabilities, and process and submit all federal/state/PERS reports
-Coordinates and prepares all budget preparation activities for the District.
-Prepares salary, benefits, and other computations as needed during negotiations.
-Assesses feasibility of specific proposals.
-Directly participates in negotiations.
-Monitors grants and contract budgets; prepares various grant expenditure reports and reimbursement requests.
-Monitors appropriation levels for all major funds.
-Responsible for state reports including budget, audit, staff, integrated program and other accounting related reports and collections.
-Manages the competitive bidding process and provides support to all departments that competitively bid for equipment or services.
-Oversee risk management and insurance programs (property, liability and student).
-Prepares for annual audits.
-Reconciliation of all funds, fixed assets, and grant/contract activities and final entries.
-Is the main liaison with the auditors.
-Prepare the annual audit report.
-Prepares financial reports for presentation to Administrators and the Board of Directors.
-Attends school board meetings.
-Monitors and controls daily cash flows and is responsible for bank reconciliations.
-Provides support for the financial systems of the District.
-Demonstrates knowledge and skill in applying conflict management and dispute resolution techniques.
-Keeps abreast of trends, best practices, and potential impacts upon district goals and operations.
-Maintains professional relationships with colleagues and participates in professional development activities that may enhance district business services.
-Demonstrates knowledge and understanding of all district policies and procedures.
-Maintains consistent, daily and punctual attendance.

ADDITIONAL FUNCTIONS
-Follows and supports District's policies and procedures.
-Develops and maintains systems of internal control to safeguard financial assets of the District.
-Leads the business office with targeted accounting operations of the district, including payroll, the annual independent audit, and/or general ledger accounts using Governmental Accounting Standards Board (GASB) and GAAP requirements.
-Leads the planning, development, and implementation of new or enhanced accounting financial systems and/or processes.
-Develops positive working relationships with staff. Responds to inquiries and provides a high level of customer service.
-Provides technical information and support to other staff regarding accounting requirements.
-Maintains knowledge of GAAP, federal regulations, state laws and District policies and procedures.
-Perform other duties as may be assigned.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
Non-essential duties of this position include the following tasks. Employees in this position perform some or all of these tasks. Other duties may be assigned at any time.
-Operates various office equipment including audiovisual equipment/devices, telephones and photocopy machines.
-Attends in-service trainings, ESD meetings, staff meetings and other meetings as assigned. Attends professional growth activities related to job responsibilities.
-Serves on building and district committees as assigned.
-Communicates information about district, policies and procedures to students, staff, parents and patrons.

LANGUAGE SKILLS:
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions.

MATHEMATICAL SKILLS:
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to calculate rates, ratios, percentages and proportions. Ability to read and interpret various charts, bar graphs and similar visual data depictions.

REASONING ABILITY:
Ability to apply common sense understanding to carry out instructions furnished in oral, schedule or diagram form. Ability to deal with problems involving more than one variable.

Ability to exercise good judgment and work effectively in a dynamic environment. Ability to work flexible hours. Ability to work collaboratively. CERTIFICATES, LICENSES, AND REGISTRATIONS:
-A valid Oregon Driver’s License is required.
-Must have or be able to obtain various certificates, licenses and/or registrations as required by federal, state or local law(s) and/or determined by the district.
-Must be qualified to be bonded with a surety company.
-Must be able to successfully pass a background check prior to starting work with district.
