Position Summary
The Chief of Finance and Operations (CFOO) is a key member of the executive leadership team, responsible for overseeing the financial and operational functions of the Education Service District (ESD). This position ensures fiscal integrity, operational efficiency, and compliance with all applicable laws and regulations while supporting the mission and strategic goals of the ESD.
Essential Duties and Responsibilities
Financial Management:
• Develop and implement financial strategies, policies, and procedures to ensure fiscal responsibility and sustainability.
• Oversee the preparation, administration, and monitoring of the annual budget in collaboration with the Superintendent and department leaders.
• Ensure compliance with federal, state, and local financial regulations, including Oregon Local Budget Law.
• Prepare financial reports, forecasts, and analysis for the Superintendent, Board of Directors, and stakeholders.
• Manage all accounting functions, including payroll, accounts payable, accounts receivable, and financial reporting.
• Monitor grant funding, ensuring proper allocation and compliance with grant requirements.
Operations & Facilities Management:
• Oversee facilities, risk management, and technology infrastructure to ensure safe, efficient, and effective operations.
• Develop and manage capital improvement plans and maintenance programs.
• Ensure compliance with OSHA, and other safety regulations.
• Supervise procurement and contract negotiations, ensuring adherence to public procurement laws.
Leadership & Compliance:
• Serve as a strategic advisor to the Superintendent on financial and operational matters.
• Collaborate with human resources to ensure financial alignment with employee compensation and benefits.
• Ensure compliance with collective bargaining agreements, labor laws, and employment regulations.
• Develop and implement policies related to finance and operations in alignment with ESD goals.
• Represent the ESD in financial and operational matters with school districts, government agencies, and the community.
Qualifications
Education and Experience:
• Bachelor’s degree in finance, Accounting, Business Administration, or a related field (Master’s degree preferred).
• CPA, SFO, or equivalent certification preferred.
• Minimum of five years of progressive leadership experience in finance, operations, or business management, preferably in public education or government organizations.
• Experience with public sector budgeting, Oregon Local Budget Law, and grant management.
Knowledge, Skills, and Abilities:
• Strong understanding of governmental accounting, auditing, and financial reporting.
• Excellent leadership, communication, and problem-solving skills.
• Ability to analyze complex financial data and present clear, concise reports.
• Proficiency in financial software, spreadsheets, and enterprise resource planning (ERP) systems.
• Knowledge of Oregon education finance, school district operations, and public procurement laws.

Working Conditions
The employee is regularly required to sit for extended periods, communicate effectively, and actively listen. Frequent physical activities include standing, walking, reaching, and using hands for various tasks. The role may occasionally require lifting and/or moving objects weighing up to 25 pounds. Visual demands include close vision, distance vision, peripheral vision, and the ability to adjust focus as needed to perform job-related tasks.
Terms of Employment:
Terms of Employment: 230 days
Salary: $127,884 - $149,837 yr DOE

Sign-On Stipend:
A sign-on stipend of $5,000 - $10,000 will be provided to the employee as a part of the hiring agreement. The stipend will be paid in two equal installments as follows:
• First Payment: Half will be paid within the first months of the employee’s start date.
• Second Payment: Half will be paid after 12 months, contingent upon continued employment with the district.
This stipend is contingent on the employee maintaining employment with the district for the duration of the two-year period. If the employee leaves the district before the second payment, the second payment may be forfeited, or a pro-rated amount may be due, based on the length of service.
