JOB SUMMARY
Position provides oversight and daily operational control in planning, directing, and coordinating activities involved with reporting of financial information, budgets, audits, business policies and processes, compliance with financial-related laws and regulations in functional areas including payroll, employee benefits, accounting, accounts receivable and accounts payable. The Director of Business Services (DBS) is responsible for the integrity of the data posted to all general ledgers and the dissemination of financial information to departments, school board, regulatory agencies, and the public.
SUPERVISION, RESPONSIBILITY AND CONTROL OF THE WORK
Performs under the broad guidance and administrative supervision of the Assistant Superintendent of Business Services. Work is controlled and/or guided by Generally Accepted Accounting Principles (GAAP), state statutes and administrative code, audit findings and recommendations, professional practice, district policies and procedures, and directions and expectations as established by District leadership. The DBS is expected to exercise sound judgment, initiative, and effective decision making in managing and supervising payroll, employee benefits, and accounting operations and is responsible for the accuracy and reliability of fiscal work.
ESSENTIAL DUTIES AND RESPONSIBILITIES

STANDARD
Provides the full range of supervision to assigned Business Services staff to include hiring, goal setting, evaluation, and discipline of staff.
Monitors and provides support for all payroll processing and procedures.
Provides oversight and administration for the full range of accounting activities in Business Services.
Coordinates all budget preparation activities for the ASBs.
Prepares salary, benefit, and other computations as needed during negotiations.
Assesses feasibility of specific proposals.
Directly participates as needed.
Administrates and monitors grants and contract budgets; oversees the preparation of various grant expenditure reports/reimbursement requests.
Monitors appropriation levels for all major funds.
Coordinates District’s activities in preparation for annual audits.
Makes staff assignments of specific audit activities including: reconciliation of all funds, fixed assets, and grant/contract activities.
Acts as the main liaison with auditors.
Prepares financial reports for presentation to senior management and Board of Directors and be prepared to present as necessary.
Monitors and controls daily cash flows and is responsible for bank reconciliations.
Provides Security Officer administration for financial software.
Maintains, monitors, and adjusts internal controls.
Provides leadership/coordination activities of District staff to complete projects.
Provides oversight/lead on software upgrades, integrations and/or implementations.
Facilitates training and support of the financial systems for the District – central and school based.
Demonstrates knowledge and skill in applying conflict management and dispute resolution techniques.
Regularly evaluates district business services functions, activities and service delivery methods. Conducts surveys and/or other activities to determine levels of customer/user satisfaction.
Keeps abreast of trends and best practices and their potential impacts upon district goals and operations. Maintains professional relationships with colleagues and participates in professional development activities which enhance district business services service delivery.
Demonstrates knowledge and understanding of all district policies and procedures.
Maintains consistent, daily and punctual attendance.
ADDITIONAL FUNCTIONS
Follows and supports District's policies and procedures.
Performs other duties as may be assigned.
Directs or leads Business Services with targeted accounting operations of the district, including payroll, the annual independent audit, and/or general ledger accounts using Governmental Accounting Standards Board (GASB) and GAAP requirements. Prepares and assists in preparing financial statements and reports for administration and the school board.
Leads the planning, development, and implementation of new or enhanced accounting financial systems and/or processes.
Develop positive working relationships with accounting staff and other departments related to assigned work. Respond to inquiries and provide high level of customer service. Provide technical information and support to other accounting personnel, department management and staff regarding accounting requirements.
Maintains extensive knowledge of GAAP, federal regulations, state laws and District policies and procedures. Assist Business Services Department in implementing GASB statements relating to bonds and capital assets.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES

Operates various office equipment including audio visual equipment/devices, telephones and photocopy machines.
Attends in-service trainings, staff meetings and other meetings as assigned. Attends professional growth activities related to job responsibilities.
Provides staff development activities for staff during in-service meetings.
Serves on building and district committees and councils as assigned.
Communicates information about district, school and/or departmental policies and procedures to students, staff, parents and patrons.
Reports issues to principals an the appropriate authorities including safety, sanitary and fire hazards, vandalism, thefts and errant wildlife.
OTHER REQUIREMENTS
Consistently follows all applicable federal and state laws and all district policies, rules and supervisor directions.
Observes ergonomics of sedentary office work including placement of computers and monitors, and sitting alignment.
Observes proper lifting techniques and other strategies to avoid accidents and personal injury while performing job duties.
Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
This position will supervise Business Services non-exempt staff. All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: At least 5 years of general accounting experience. This should include processing complex financial transactions, recordkeeping and preparation of monthly, quarterly and annual reports. Applicable experience should include working knowledge of federal and state rules/regulations related to areas of responsibilities, including state procurement laws and rules and the following:
Working knowledge of Oregon’s Local Budget Law or similar law from another comparable jurisdiction.
Recent successful experience of three years or more in fund accounting, preferably in public sector setting, ideally in a public school district.
Recent successful experience of five years or more using a computer-based system for accounting applications.
High-level proficiency in personal computer spreadsheet applications.
Working knowledge of grant accounting as it relates to Oregon education preferred.
Demonstrated ability to organize time and resources to perform multiple tasks simultaneously.
Demonstrated ability to make decisions independently and use initiative and judgment in accomplishing tasks.
Demonstrated ability to supervise and develop staff and maintain interpersonal relationships.
Written and oral communication skills sufficient to perform essential functions.
Physical and mental attributes sufficient to perform essential functions.

Ability to calculate rates, ratios, percentages and proportions. Ability to read and interpret various charts, bar graphs and similar visual data depictions.
Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in oral, schedule or diagram form. Ability to deal with problems involving more than one variable.
Computer Skills: Ability to effectively use office computers and internet access for email, research, word processing, database manipulation, visual presentations and general web-based applications.

Certificates, Licenses, Registrations: A valid Oregon Driver’s License is required. Must have or able to obtain various certificates, licenses and/or registrations as required by federal, state or local law(s) and/or determined by the district.
