DISTRICT BUSINESS MANAGER

POSITION SUMMARY:
Under the direction of the Superintendent, the Business Manager assumes responsibility for planning, directing, overseeing, and participating in all aspects of financial operations and business services of the District. The Business Manager supports the Banks School District Board’s goals and provides leadership to ensure responsible stewardship of and accountability for public resources.
Work Schedule: 8 hrs/day; 260 day calendar
Salary: $96,000 - $103,000, depending on experience and education

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Direct the financial functions of the District including accounting, payroll, purchasing, cash receipts, accounts payable, grants, student body accounting, cash management, budgeting, and audits in compliance with all District policies, federal, state, and local laws and regulations.
Advise the Superintendent, School Board, and other District personnel on all matters related to business services; provide financial data, projections and analysis regularly and as requested by the Superintendent or School Board.
Oversee the financial condition of the District to assure financial well-being; track, analyze and project revenues and expenditures in relation to predictions about State funding, enrollment trends, and other significant variables.
Work closely with the Superintendent, School Board, and administrators to provide adequate background on financial matters in order to support sound financial practices and decisions and to provide the best possible educational services with the available financial resources.
Coordinate all fiscal reporting activities for the District including revenue/expense and balance sheet reports, financial status tracking, reports to funding agencies, and grant monitoring and reporting.
Provide support to the Superintendent in District elections including tax and bond measures.
Gather and analyze data to support contract negotiations with union representatives.
Act as the agent for all District procurements, contracts, agreements and transactions affecting the business functions of the District; develop specifications and provide oversight for contract compliance.
Oversee the timely processing of account payable/receivables, purchase orders, and reimbursements, assisting when needed; ensure that expenditures are approved and appropriate; and ensure the timely deposit of funds and the monthly reconciliation of bank accounts.
Oversee all payroll processes, including the schedule, payroll taxes, benefits and deductions, payroll reports, and all related employee records; prepare quarterly and year end payroll reports.
Administer and manage the District’s cash flow, investments, debt issuances, and capital project financial management in accordance with applicable District, federal, state and local laws and regulations; complete all required federal, state, and local reports in a timely manner.
Oversee all aspects of the District’s property, casualty, liability, and workers compensation insurance coverage.
Oversee contracted services of the District, including Food Service and Custodial Services; develop specifications for contracted services and monitor contractor performance.
Prepare the annual budget under the direction of the Superintendent; oversee the District budget, review and prepare financial status reports, prepare and revise projections, ensure budgetary compliance with statutes governing public entities, and make recommendations for budget changes as necessary.
Coordinate the annual financial external audit in accordance with federal and state laws.
Attend School Board, Budget, Administrative, and other meetings as directed by the Superintendent; participate in presentations as required.
Work collaboratively with District Office staff and provide support as needed for daily operations; oversee building use requests.
QUALIFICATIONS:
B.A in Accounting, Business Management or in a related field, CPA/MBA preferred
Experience managing business operations for a school district or other agency or similar organization
Knowledge of accounting principles and practices of public financial management
Knowledge of and ability to make full use of appropriate technology; experience with or ability to learn accounting software
Qualified to be bonded
Must be able to pass all required background and fingerprint checks
Outstanding written and oral communication skills
Strong organizational skills, ability to prioritize
Strong interpersonal skills
Positive team approach to leadership and management
Self-starter, proactive
