About the program:
Clackamas ESD has been providing services for young children with special needs in Clackamas County for more than thirty years. The Clackamas Early Intervention and Early Childhood Special Education program continues to focus on working with families, local school districts, and other community programs to prepare young children with special needs to enter kindergarten ready to learn.

Clackamas County Child Care Resource and Referral (CCR&R) works to ensure that all children have access to quality, nurturing environments through information, personalized referrals, and training for both parents and child care providers. CCR&R is a part of Oregon’s system of childhood care and education. We work closely with other public and private organizations to provide essential services and support for children and families. Child care resource and referral programs are striving to address the needs of Oregon communities.

About the position:

The Quality Improvement Specialist (QIS) shall support participating child care programs to implement quality standards and provide individual coaching for programs to achieve a Spark star rating (Oregon State Quality Rating and Improvement System for child care providers); will facilitate networks of child providers; will assist in recruitment, coaching, and mentoring of child care providers and early childhood educators; and address professional development, parent communication, business/ marketing skills, and state child care regulations.

Essential functions:
Provides training and technical assistance to child care providers in alignment with Spark (Oregon’s Quality Rating and Improvement System) standards and Oregon’s Core Knowledge Categories for professional learning.
Creates, recruits, and manages Focused Child Care Networks, and supports participants to implement quality standards on an ongoing basis.
Facilitates Network meetings and provides individualized coaching for Network participants.
Recruits child care providers to participate in Spark, and provides coaching to support them with continuous quality improvement.
Supports child care providers in developing individual Professional Development Plans and navigating the community college system.
Assists in development of quarterly and annual training plans.
Develops new Set Two and Set Three trainings to support professional development and quality improvement of child care providers.
Participates in efforts to recruit and retain child care providers, including providing targeted support to providers who are new to the field.
Assists in the development of provider newsletter and recruitment materials.
Uses the Find Child Care Oregon database to access and maintain current data on child care providers in the region.  
Receives and screens incoming calls, and answers general questions pertaining to services offered.
Assists with the development of reports as needed.
Assists with special projects as needed.
Works collaboratively with community partners to advocate for increased availability and quality of early learning programs in the region.
Participates in Early Learning Department and CCR&R program team meetings.
Participates in State committee meetings, work groups, and Communities of Practice.

Minimum qualifications:
Bachelor’s degree in early childhood education or a related field with early childhood coursework, or a Step 10 or above on the Oregon Registry Online
Minimum of two (2) years of direct service in Early Childhood (Child Care Center, Family Child Care, Preschool, etc.)
Certified as an Oregon Registry Master trainer, or the ability to become certified within a specified time frame
Proficiency with computer software applications, including Microsoft Word, Excel, Publisher and PowerPoint
Strong presentation skills, including development and delivery of trainings
Establish and maintain cooperative and effective working relationships with others
Ability to communicate effectively, both verbally and in writing
Ability to follow through to completion of assigned tasks
Ability to meet schedules and timelines
Ability to organize and prioritize tasks
Possess reliable personal motorized transportation, driver’s license, and insurance
Professional customer service skills, including tact, patience and courtesy
Preferred qualifications:

Master’s degree in early childhood education or a related field
Bilingual Spanish/English

Salary: Range 17 of the classified salary schedule. New hires are eligible to come in at up to Step 4 of the classified salary schedule, depending on experience: $25.39-$27.65 per hour.

Retirement plan contributions:
Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
