Speech Language Pathologist Birth to Age 3

JOB CHARACTERISTICS:
It is the responsibility of the Speech Language Pathologist to provide complete identification and remediation of students with speech and/or language disorders between the ages of  Birth - 3.

ESSENTIAL FUNCTIONS:
Assess and describe the communicative behavior of the child/student, relating that behavior to what is known as normal development.
Coordinate and integrate test results with parents, school staff and/or other professionals.
Schedule and conduct eligibility and IFSP/IEP (Individual Family Service Plan/Individual Education Plan) meetings with parents and staff.
Plan and implement effective intervention programs for all identified students, basing IFSP/IEP goals and objectives upon accurate interpretation of diagnostic data, current performance and needs to learn.
Report progress to and conference with parents, teachers, and other concerned individuals in accordance with IFSP/IEP schedule.
Make inservice presentations upon request by the program administrator and/or Superintendent.
Order equipment, materials, resource texts, etc., necessary to conduct an adequate speech therapy program.
Function as case manager for all students whose primary disability is Communication Disorder.
Follow ESD procedures for assessment, placement, instruction, record keeping and dismissal of students.
Complete paperwork requirements of the job using approved forms (including Medicaid billing) in an accurate and timely manner.
Work harmoniously with other employees and deal tactfully with the public.
Maintain confidentiality of student records and of ESD staff, and comply with state and federal regulations regarding privacy.
Maintain regular attendance in order to preserve the continuity of service delivery for the program.
Meet standards for competent and ethical performance as outlined in OAR 584-20-005-035.
Performs duties in a manner reasonably expected and generally recognized by the profession.
Perform other duties and responsibilities as assigned by the Program Administrator(s) and/or Superintendent.
QUALIFICATIONS:
Hold required certification/licensure to function as a Speech Language Pathologist in the State of Oregon.
Hold an Oregon Driver’s license, appropriate automobile insurance and provide own transportation.
Hold a current first aid card and CPR card.
EDUCATION/CERTIFICATION:
Master's degree or equivalent in Speech Pathology.
Oregon Basic Certificate with Speech Pathology Norm  OR
Oregon State Health License in Speech Pathology.
WORKING CONDITIONS:
The employee may work in regular or special education settings and/or in community settings with students in small or large groups or one-to-one and may be required to travel on the job.
The employee may work beyond an eight-hour day or a five-day work week attending meetings, conferences, and school activities. The employee needs to be competent in conflict resolution. The employee must be able to communicate effectively in confrontational and emotional situations involving staff, students, parents and patrons. Confidentiality is a top priority for the persons in this position.
The employee at times works under varied workloads and inflexible deadlines. Problems may arise which require immediate attention setting up conflicting priorities. Sound judgment is required to effectively prioritize these demands.
Supervision and instructional responsibilities require the employee to be able to stand up to 30 consecutive minutes and to move rapidly to intervene in situations where a student’s safety is being jeopardized. Outdoor supervision may be required during inclement weather.
The employee must be able to lift materials, boxes or equipment weighing up to 30 pounds. The employee may need to participate with others in lifting /moving equipment weighing up to 40 pounds.
The employee may come into contact with biohazards such as human waste, saliva, and blood, and should take appropriate protective precautions.
