GENERAL DESCRIPTION OF THE PROGRAM: Clackamas Education Service District, Life Enrichment Education Program (LEEP), provides a comprehensive education for students grades kindergarten through transition with low incident and complex disabilities. In this tier three program LEEP supports students to access academic, social-emotional, alternative, and augmentative communication within an alternative life skills framework for instruction. Multidisciplinary classroom teams include special education teachers, educational assistants, behavior coaches, speech-language pathologists, occupational therapists, physical therapists, behavior specialists, nurses, adaptive physical education teachers and regional supports as needed. LEEP serves students across Clackamas County and is accessed through the student’s local school district and placement is made through the IEP process.

GENERAL DESCRIPTION OF THE POSITION:

The Supervisor will be an integral member of the Leadership Team in its Continuous Improvement Plan. The supervisor’s work in collaboration with the leadership team will include focusing on supporting students to develop knowledge and skills that increase decision-making, self-advocacy, independence, and access to a full and joyful life. The supervisor will support each classroom team in strengthening their instructional practices; create a community of continuous learning for all staff and students; and foster a culture of high expectations. The supervisor will ensure that all facets of special education requirements related to instruction are met with fidelity and in a timely manner.

The Supervisor will build strong partnerships with all stakeholders that follow the guiding principles of the CESD commitment to development of equitable learning opportunities most beneficial to the students and district partners we serve. The CESD recognizes that systemic injustices exist, and we work to recognize and interrupt systems that perpetuate disproportionate outcomes.

LIFE ENRICHMENT EDUCATION PROGRAM:
The Life Enrichment Education Program (LEEP) provides specially designed instruction and related services for eligible Clackamas County students ages 5-21 years. Students attend self-contained classrooms in schools located throughout the county. The curriculum focuses on personal management, communication, practical living skills, vocational skills, leisure and recreation activities, and social skills. Based on the individual needs of each student, the ESD offers speech and language therapy, occupational therapy, physical therapy, adaptive PE, and nursing support. LEEP also provides an extended school year program in the summer for students who would regress because of a lengthy educational recess.

CLACKAMAS EDUCATION SERVICE DISTRICT:
Clackamas Education Service District is one of Oregon's 19 ESDs charged with providing programs for children with special needs, technology support, school improvement, and administrative services to local school districts and the Oregon Department of Education. Clackamas ESD serves ten school districts in Clackamas County, including Canby, Colton, Estacada, Gladstone, Lake Oswego, Molalla River, North Clackamas, Oregon City, Oregon Trail, and West Linn-Wilsonville.

ESSENTIAL FUNCTIONS:
1.Collaborative and Ethical Leadership
a. Articulate the programs mission and purpose to the variety of stakeholders that this position interfaces within classrooms, buildings, and community environments.
b.Informs the Leadership Team of significant issues that may impact the program, ESD, or component school districts.
c.Represents the CESD and program during Individual Education Program (IEP), program meetings, professional development, conferences, and professional activities maintaining awareness of the potential ethical, legal, and program impact as a result of the interactions and decisions made during the event.
d. Participates in the development and ongoing evaluation of the Continuous Improvement Program (CIP) that is the driver for the program’s continuous evaluation that guides its framework to ensure the program’s goals are being achieved.
2. Instructional Leadership
a. Nurtures and sustains a culture of collaboration, trust, learning mindset, and high expectations.
b. In collaboration with leadership develops, evaluates, and continues to modify the implementation of the program’s equitable instructional model that is guided by the principals of universal design for learning and building motivating and personalized environments and assisting classroom staff in the implementation of that model.

c. Coordinates the planning and delivery of student services including multi-disciplinary classroom team collaboration, IEP teams, IEP development, students’ three-year reevaluations, provision of related services and access to mainstreaming opportunities.

d. Complete scheduled rounding of assigned classrooms to support the development of a positive climate.
e. Supervises the implementation of established program-specific procedures and directives and participates in systematic oversight strategies to monitor compliance with program procedures.

f. and culture that includes observing, modeling, and instructional coaching aligned with the program’s alternative framework for a comprehensive, rigorous and coherent alternative curricula to maximize time spent on quality instruction.

g. In collaboration with leadership team, promotes the use of the most effective and appropriate assistive. technologies (AT) and alternative augmentative communication systems to support teaching and learning.

h.Demonstrates knowledge and skill in applying conflict management and dispute resolution techniques.
3. Effective Management
a. In collaboration with the leadership team developments, evaluates, and continues to modify a data system to ensure all IEP’s are being implemented as written and student progress is being monitored to inform instructional practices in order to meet the academic, social and functional learning skills of every student and monitor and evaluate the impact of instruction.
b. Promotes and protects the welfare and safety of students and staff by ensuring each classroom has a two-way communication system to gather and inform; bridge home to school messaging, and notify the Administration team when needed.
c. Based on themes and data, the Supervisor collaborates with leadership to inform the development of the professional learning communities and professional development opportunities.

ADDITIONAL FUNCTIONS:

1.Administers all program functions in compliance with state and federal special education laws, and ESD and department policies.

2.In collaboration with the leadership team evaluates the performance of classified educational assistants and behavior coaches.

3.Follows the conditions, procedures, and practices established in the labor contracts.

4.Acts as the instructional leader of classrooms when the assigned teacher is not present as assigned by the leadership team.

5.Maintains regular and punctual attendance.

6.Performs other duties as may be assigned that include community and program events.

5.RECORDKEEPING AND DOCUMENTATION: Gathers, organizes, and maintains records, following confidential information and security protocols as needed. Accurately documents relevant/essential actions, processes, and practices.

6.TEAMWORK: Works collaboratively with others to achieve shared goals and make decisions.

7.COMMUNICATION: Maintains a high standard of written and verbal communication skills, and ability to present to diverse audiences, specifically individuals of differing abilities and racially, ethnically, and socioeconomically diverse communities.
MINIMUM QUALIFICATIONS:

1. Master’s Degree in Education

2. Appropriate administrative license as required by Teacher Standards and Practices Commission

3. Five years or more of successful special education teaching experience or administrative experience in public education - with skills sufficient to perform the essential functions.

4. Working knowledge of Adult Learning.

5. Working knowledge of best instructional practices for students with complex disabilities.

6. Working knowledge of current state and federal laws, policies, administrative rules, and model programs related to implementation of the education goals set forth in IDEA.

7. Experience working on a collaborative team with shared and authentic leadership.

8.Proven demonstration of the following leadership qualities that include: maintaining a growth mindset, adult learners, resilience, emotional intelligence, and a sense of calmness and grace under pressure.

9.Proven excellence in interpersonal skills and communication that include; navigating difficult conversations, modeling being a curious listener, and showing judgement related to the time, context, and participates in conversations.

10. Demonstrated ability to use judgment in the analysis of facts to formulate recommendations for courses of action.

Salary:

Meet & Confer 2023-24 Salary Schedule, Salary Range 9 - new employees to Clackamas Education Service District are eligible up until step 4. $106,614-$116,504. Please note this salary will shortly be updated for the 2024-25 school year.

Retirement plan contributions:
Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
