HOURS: 8.0 hours per day
BUILDING: District Office - Financial Services
CALENDAR: 260 days per year (July - June)
PREFERRED QUALIFICATIONS:
Minimum of three years of successful accounting and/or finance experience, preferably in K-12 or public sector accounting or finance; fund accounting.
COMPENSATION and BENEFITS:
$83,857.85 - $93,006.44, depending upon approved accepted experience

Purpose: Advise and assist the Superintendent and District administration by performing professional accounting duties, including the analysis, maintenance and reporting of fiscal records.
Nature of Work: Provides maintenance and oversight of the General Ledger, prepares reports and financial information for use by District management and external reporting requirements; performs auditing, training and problem solving functions for all District financial systems and school’s Student Body accounting systems; performs complex accounting entries, provides technical support and software planning for various District finance software modules as well as staff support for personal computer software. Assists in the development and management of district budget. Oversees cash management activities. Works with District administration and supervisory staff to ensure sufficient internal controls exist and are followed.
Supervision Exercised: No direct supervision exercised.
Interface: The incumbent interfaces primarily with office co-workers, building administrators, and can expect a moderate level of contact with outside agencies, community entities and District patrons.
Essential Job Functions:
Utilize accepted accounting principles to ensure compliance with Governmental Accounting Standards Board (GASB), all State, Federal and local laws, regulations and court decisions applicable to public school financial management.
Assures that the General Ledger is in balance; performs complex accounting tasks; prepares journal entries; maintains chart of accounts; monitors expenditures at various levels within the account structure; maintains audit trail for financial transactions; coordinates all accounting cycles.
Prepares financial information to assist in developing and analyzing financial statements and budgetary documents; prepares financial projections; develops financial reports to facilitate site-based budgeting and financial management; provides support on running reports and explanation of financial data.
Develops and provides on-site training and technical support for staff on Student Body accounting systems, both manual and automated; develops and implements Student Body audit procedures recommended by the District’s auditing firm; develops and maintains Student Body accounting manual; assists in selection and implementation of new software.
Provides technical problem solving and system support to District staff on all the District’s financial software; liaison support between office staff and technical I.T. staff; assists in the improvement of computerized systems and assists in coordination of software changes and implementation.
Maintaining accurate financial records, monthly financial statements and reports, financial analysis and reporting for federal, state, local and private funding sources, including public and private grants.
Conduct bank and cash reconciliations and analysis.
Leads the District's financial audit process.
Assists District management in the development of the budget.
Cash Management including process and record debt issuances and payments of principal and interest.
Provides accounting and reconciliation support to Payroll and HR procedures
Understand, interpret, apply and explain complex state and federal policy, law, and regulations applicable to school business and financial operations.
Participates in any ongoing professional development or training required to maintain certification and/or be compliant with state or federal law.
Maintains effective and respectful working and communicative relationships with staff, students and public.
Provides back-up support to other staff in case of absence or work overload and performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:
Technical accounting training, as well as training and high-level expertise for all the District’s financial systems and supporting computer systems.
Considerable knowledge of the principles, practices, methods and legal requirements and standards involved in public sector accounting and budgeting, including Generally Accepted Accounting Principles.
Ability to develop and prepare accurate financial projections and reports.
Ability to communicate effectively and to establish and maintain effective working relationships with other employees, auditors, and representatives of governmental or financial agencies.
Demonstrates flexibility and responsiveness.
Ability to self-manage; carry out work responsibilities with strong organizational skills; work effectively under pressure of deadlines, challenging situations, interruptions, and changing conditions.
Required Qualifications:
Bachelor’s degree in Business Administration or Accounting or equivalent experience.
Strong working understanding of Microsoft Excel
Must possess a valid Oregon Driver’s license.
Preferred Qualifications:
Experience with government/fund accounting
Preference will be given to candidates with the following experience, education and certification: Certified Public Accountant (CPA)
Working Conditions:
The Financial Analyst work environment is almost exclusively indoors, in a climate-controlled office environment with extended periods working on computers and the telephone. In-District travel may be required occasionally in order to provide consult with school staff and provide on-site training and support.
Minimal overtime may be required during significant project completion (Financial Audit, District Budget Presentation)
Primary functions require sufficient physical ability and mobility to work in an office;
dexterity of hands and fingers to operate a computer keyboard and other technologies and office equipment; sitting, standing and walking for extended periods of time; kneeling, bending at the waist; lifting, pushing, pulling and carrying equipment, supplies and materials weighing up to 25 pounds; repetitive hand movement and fine coordination to use a computer keyboard; hearing and speaking to exchange information in person or on the telephone; seeing to read, prepare and assure the accuracy of documents.
