Job Title: Senior Specialist

Department: Human Resources

Reports to: Recruitment & Retention Supervisor - Human Resources

Classification: Specialist II

FLSA Status: Exempt

Primary Purpose:
Performs a full range of human resources duties associated with the district’s licensed and administrative staff including onboarding, position control, state certifications, employee relations, compliance with district wide policies and state and federal laws and a full range of contract management duties requiring knowledge of current contractual agreements and Human Resources procedures.

Education/Certification/Bonding and/or Testing Required:

Bachelor’s degree or equivalent combination of education, technical training or work experience considered in lieu of degree. Oregon Fingerprinting and Criminal Background Check clearance.

Special Knowledge/Skills:

Knowledge— State and federal employment laws, including but not limited to OFLA/FMLA, BOLI, and Wage & Hours, employee benefit programs, state licensure requirements; advanced knowledge of general human resources principles and practices including staffing, records management, payroll, and general office management and organization.

Skills— Maintain complex data using advanced skills in Excel, PowerPoint, and Word; analyze data, problem solve and effectively reduce findings to writing; operate standard office equipment including advanced use of computer applications, primarily Word and Excel; use English in both written and verbal form, use correct spelling, grammar and punctuation, perform advanced mathematic calculations.

Abilities— Effectively communicate both orally and in writing; lead and supervise others; work well independently and as part of a team; work accurately and with attention to detail, carry out oral and written instructions effectively. Work a flexible schedule including evening and weekend hours when needed. Perform designated duties under high stress conditions and maintain priorities to meet established deadlines with minimal supervision.

Experience:

3-5 years of experience in a human resources lead role with increasing responsibility preferably in a school or public sector setting.

Major Responsibilities and Duties:

HCM Support
Research and respond to inquiries to ensure a high level of service and responsive, knowledgeable support for employees and their supervisors. Explain policies and practices to employees as appropriate.
Maintain HRIS database to ensure that employee information is accurate, current, and reliable.
Interpret, research and apply knowledge of bargaining agreements and responding to concerns and requests from employees, union representatives, supervisors, and administrators.
Process applications, including verifying completeness of files and notifying those not selected for employment.
Review job descriptions to ensure compliance with policies established by federal and state laws, regulations, board policies and bargaining agreements. Make recommendations as needed.
Certification and Licensing

Process teacher applications and verify certification with the Oregon Teachers Standards and Practices Commission (TSPC), universities, colleges, and education agencies in other states.
Consult with principals and district administrators in identifying appropriate certification requirements for teacher assignments according to TSPC assignment criteria.
Track certification, testing, and permit status and follow-up with employees to ensure completion of certification requirements within established timelines. Process PEER forms and monitor status.
Research and maintain current information on TSPC/Oregon Department of Education certification requirements and processes, and testing dates.
Position Control

Maintain the district position control data system in an accurate and efficient manner.
Receive and process all personnel requisitions including reconciling vacancies with approved staff allocations, verifying accuracy of information, and adding new positions as directed. Identify and resolve inconsistencies.
Enter, update, and maintain accurate position data to include assignments, reassignments, salary changes, and separations.
Monitor staffing levels on an ongoing basis. Compile staffing data and prepare status reports as required.
Prepare and distribute or post job vacancy announcements and advertisements.
Recruitment

Consult with principals and supervisors to assist in identifying and selection of personnel for assignments.
Maintain active relationships with college and university career teacher preparation officials and placement offices, Regional Education Service Center staff, professional associations, and other recruiting resource organizations.
Coordinate the assignment of student teachers and staff from educator preparation programs.
Participate in planning of annual district job fair or participate in planning of regional job fair.
Employment

Oversee the employment application and screening process, monitor for effectiveness, and make recommendations for changes as needed.
Evaluate application, resume and transcripts following district protocol for classified and licensed placements.
Prepare personnel order for board approval.
Prepare and maintain records for the employee transfer process.
Onboarding

Participate in certified and administrative employee orientation (e.g. assisting with enrollment forms, etc.) for the purpose of ensuring employees are knowledgeable of current practices and administrative processes as well as completion of forms.
Communicate new hire information to various departments to continue smooth transition and continuation of onboarding of new hire (i.e. system training, badging, etc.).
Records, Reports, and Correspondence

Compile, maintain, and file all reports, records, and other documents as required including maintaining a database of certification and licensing information for certified or licensed professionals, paraprofessionals, and auxiliary employees.
Compile data and prepare reports for various state reports.
Other

Administer various programs (i.e. Recruit and Hire, Records, Perform, etc.)
Other duties as assigned.

Tools/Equipment Used: Standard office equipment including personal computer and peripherals; imaging equipment.

Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting.

Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching.

Lifting: Occasional light lifting and carrying (less than 25 pounds).

Environment: May work prolonged or irregular hours.
