Who We Are
The Oregon Department of Education (ODE) oversees the education of over 560,000 students in Oregon’s public K-12 education system. ODE, with approximately 600 employees, encompasses early learning, public preschool programs, the state School for the Deaf, regional programs for children with disabilities, and education programs in Oregon youth corrections facilities.

Our Human Resources Unit is dedicated to supporting and promoting the agency’s core values of integrity, accountability, excellence, and equity. As our HR Director, you serve as a trusted and collaborative advisor, providing a proactive, practical, and valued HR perspective in partnership with agency leadership. You provide leadership and administration for ODE’s strategic and operational investment in human resources, and employee safety and wellness. You coordinate implementation of services, policies, and/or programs through the staff of the HR Unit that focus on maintaining an employee-supportive, high-performance culture which emphasizes quality work, productivity, continuous improvement, diversity, inclusion, retention of top-performing employees, and goal attainment.

What are we looking for?
Candidates with a minimum of seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a field related to Human Resources.
Candidates who are the most competitive will have a compelling combination of the following background, skills, desired attributes and experience:
Experience with human resources activities including administration, classification and compensation, records management, recruitment, retention, diversity and inclusion, affirmative action, workforce planning, training, organizational development, engagement, workplace safety and talent development.
Experience with proper administration of labor agreements and grievance procedures.
Experience with conducting investigations related to employee conduct and complaints and with issuing employee progressive discipline.
Demonstrated skills in providing creative leadership; analytical and conceptual skills/abilities to identify, analyze and resolve problems creatively and strategically.
A proactive leader in change management, demonstrated personal credibility and trustworthiness, and a strong aptitude to proactively identify problems and propose effective solutions.
Highly effective critical thinking skills and alternative approaches to human resources and labor relations.
Ability to communicate effectively in various forms.
Experience working with culturally and individually diverse groups.
Ability to solicit and value diverse viewpoints.
Preference may be given to candidates with State or Nationally Certified Human Resources Professional certification or other Certification as a Professional in Human Resources (SCHRP, SHRM, PHR, etc.).

Additional Information
Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
