Position Title: Multilingual Education Specialist (Bilingual Spanish Required)
Salary Range: $6,043 - $9,289
Due to the COVID-19 Pandemic, this position will start off fully remote with a possibility of returning to a physical office in the future.
This position is bilingual and requires duties to be done in both English and Spanish, and may receive a 5% bilingual differential pay.

Job Description:
We are seeking a Multilingual Education Specialist (Education Program Specialist 2) for the Multilingual and Migrant Education Team. This is a full-time role, Limited Duration position expected to end June 30, 2023; however, the position may be extended pending funding approval. Limited duration appointments are benefits eligible. This is a classified role represented by Service Employees International Union (SEIU).
What you will do!
The primary purpose of this position is to lead the development of a statewide plan and program for multilingual education, including the expansion of dual-language programs statewide. A core function of this position will be to ensure the agency is calibrated in an understanding of evidence-based, culturally and linguistically responsive approaches to serving multilingual students and families. This position is also responsible for coordinating the administration of the Oregon State Seal of Biliteracy program.
Oregon receives funding from three federal programs, totaling over $70 million in a biennium to support our emergent bilingual and migrant students. The Multilingual Education Specialist will play an essential role in ensuring that Oregon has the necessary resources and structures established to support our districts, schools, and families in meeting the strengths and needs of our emerging bilingual students and their families. The Multilingual Education Specialist will have the opportunity to work with Oregon’s multilingual communities, Tribes, education partners at the national and local level, and community partners to design equitable opportunities for Oregon’s multilingual students, including through Oregon’s biliteracy seal associated with the Oregon diploma.
This position will facilitate a network of professionals connecting communities, schools, and service providers. A day in the life:
● Lead the development of a statewide plan and program for multilingual education and support the implementation of multilingual pathways for K-12, including developing frameworks, policies, administrative rules, and guidance.
● Develop guidance, tools, and resources to expand schools’ capacity to use multilingual education programs to leverage students’ strengths and meet their instructional needs.
● Partner with content area specialists, directors and other leadership within ODE and with external education experts at the local, state, and national level to improve curriculum and instructional practices utilized in English language development programs.
● Lead and manage the updating of the Oregon State Seal of Biliteracy program, including technical assistance and guidance efforts to support districts and schools through implementation.

What are we looking for?
Bilingual in Spanish and English.
Master's degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

Knowledge of best practices and local, state, and federal programs related to multilingual education.
Demonstrated fluency and strong positive, professional, and comprehensive writing and speaking skills in English and Spanish.
Proven ability to establish effective relationships with a variety of culturally and linguistically diverse education and community partners
Experience providing advice or technical assistance to school districts, Tribes, community groups, or the public.
Demonstrated ability for project management focused on systems level organizational change.
